Two kinds of electrical job in Palmy
Palmerston North grew outward in steps. Milson and Kelvin Grove were inside the boundary by 1949, Highbury was added in 1961, and a 1967 extension took in Aokautere for the next 25 years of growth. Earlier still, the First Labour Government started state housing in the West End, around the Savage Crescent precinct, and in Roslyn.
So much of the work splits two ways. In the older streets, it's switchboards with rewireable fuses, too few power points and wiring that has done its time. On the edges, it's new connections, sub-boards and getting a house ready for a heat pump and an EV charger.
Palmerston North in detail
Powerco, and how to reach it
Powerco owns the poles and wires across Palmerston North. Report a power cut to your retailer or on Powerco's website, and keep 0800 27 27 27 for unsafe situations such as fallen lines.
Where the city is growing
Plan Change G rezoned 454 hectares at Aokautere for up to 1,000 new homes, with groundwork not expected before 2026. The council is also preparing a Future Urban Zone over 302 hectares at Kākātangiata, and the Mātangi (Whiskey Creek) area has been operative since March 2023.
Network upgrades
Powerco commissioned a new Ferguson St substation in 2019 and removed about 3 km of lines and 50 poles between Keith St and Main St.
When storms hit
The February 2004 storm cut power to up to 40,000 homes, businesses and schools in the lower North Island. At 4.30pm on 16 February 2026, 4,964 Powerco customers in Manawatū were still without power after a storm.
Building or extending? Start the connection early
New connections and changes on Powerco's network go through its Powerco Connect portal, lodged by you or by an electrician working for you. That covers turning a builder's temporary supply into a permanent one, moving service mains underground and increasing your supply.
Timing matters. Powerco says connection requests submitted from 27 October are likely to be scheduled in the new year, so if you're building at Aokautere, Whiskey Creek or anywhere else, get your electrician to lodge it well before you need the power on.
Plenty of Palmy homes are rentals
At the 2023 Census, 35.85% of Palmerston North households didn't own their home or hold it in a family trust. That makes the healthy homes standards a big part of the electrical work here.
The heating standard needs a fixed heater that can directly heat the main living room, and a heat pump or electric heater used to meet it must have a thermostat. Kitchen and bathroom extractor fans fitted since 1 July 2019 have minimum sizes. Neither landlords nor tenants can do the electrical side themselves unless they're licensed.
Our advice for Palmy
In an older West End, Roslyn or Highbury house, we'd get the switchboard looked at before adding a heat pump or a new kitchen, because that's usually where the job starts. On a new section, we'd have the electrician lodge the Powerco Connect request the moment your plans are firm.

Questions
Straight answers.
How do I get a new connection in Palmerston North?
Through Powerco Connect, Powerco's online portal. A homeowner or an electrician acting for them can lodge the request, and the request asks whether the connection point (ICP) should be livened straight away or later.
Who do I report a Palmerston North power cut to?
Your electricity retailer, or Powerco's website. Powerco's outage map shows known outages, with approximate areas and restoration times. If you rely on electricity for medical reasons, tell your retailer straight away.
Do I have to upgrade my wiring for the new rules?
No. The wiring rules change on 12 November 2026, but that date doesn't force an upgrade. WorkSafe's position is that an installation that isn't unsafe can stay in use and be repaired, with no cut-off.
What certificate should I get after new circuits?
New or extended circuits are general work, so you should get both a Certificate of Compliance (CoC) and an Electrical Safety Certificate (ESC). Keep them with the house papers.
